The state is about to begin a new cycle of major primary adoptions in the four core academic subjects over the next four years, starting with the 2005 K-8 History–Social Science Primary Adoption. Current law requires districts to purchase instructional materials within two years of State Board adoption. If funding does not increase to the levels required to purchase these materials this may result in an unfunded state mandate.

This analysis by William Grace for the Association of American Publishers shows that the price increase between the Reading/Language/English Language Development Instructional Materials for the 2000-02 Curriculum Adoption Requirements and the 1988-89 Curriculum Adoption Requirements is reasonable, especially given the increased requirements of the 2000-02 Curriculum Adoption.
